Unidentified political flags

[Unidentified protest flag] image located by James Dignan

An article in today's "Otago Daily Times" carries a Reuters photo of "Nepali students in Calcutta marching during a protest rally against the monarchy". I'm fairly sure I haven't seen this flag on our site. The flag appears to be like the Chinese PR flag, but with the stars in white rather that gold, and with a hand reaching up to grab the largest star. Oddly, some of the flags show exactly the same emblem, but rotated 90 or 180 degrees.

I have seen flying this flag around Janakpur, area which is inhabited by Mithila people. Total number of population is around two million and they live on both sides of the India-Nepal border. Their position is one of the lowest in traditional Hindu society. The flag could be one of the parties representing Mithila people. It has three equal vertical strips red-white-red with wheel in dark blue in the center point of the white strip. The wheel is almost the same as on India’s national flag.
